emoticon: is it a smiling face?

I'm wondering about this emoticon from unilang :


During the time I've visited the unilang forum until now -about 1/2 year I've thought that this picture is a smiling , friendly face but today I've thought (suddenly) that it's not. Im anxious to know if it is or is *not* . i've asked them but maybe they won't reply so I've created this thread as well as i would like to receive the answer soon.

Actually, I'd consider this emoticon as a smiling one when you add it after a nice sentence. But I think we could also use it to express a bad thought, as if it was a devil which was smiling because you're suffering. I guess that's because of its eyebrows I have this impression.

I'm happy that you think as well that it's a friendly and smiling emoticon (what I thought). Then I don't feel completely idiot. The people replied me on unilang that's it's sticking out his tongue and so it's rude. So, I told them I'm sorry for putting this emoticon on ym messages : I thought it was friendly, not rude!!!

I think that it's a quiet confusing emoticon. To stick out his tongue he can more evidenlty do this : is an example when it's clear. so, the red I thought was his mouth but it's the tongue. His eyes and face are looking friendly, so it's why it's confusing I suppose.

That emoticon is called "razz", so I think it indicates something like playful teasing.
