surprising or unexcpeted?  I don't think so, it depends of you you have in mind.
a bit obsucure?  I don't think it is since its a big and famous city.

It is actually Toulouse, the french fouth city, in southwest.  But you were on a good path since it is quite close to Andorra.

I assumed it would be somewhere surprising because you entitled this thread 'secret city'. I don't know, maybe there's a little known city in Sweden that looks bizarrely like somewhere in the South of France.
